About the Department
It is the desire of the City of San Luis Utilities Department staff to provide exceptional and professional quality customer service to all city residents and visitors.
Responsibilities
The department makes every effort to provide and maintain professional practices, accounting standards, and accurate data entry for all city customers. The department endeavors to provide efficient office support to city departments and divisions acting as a centralized customer service center for most inquiries regarding the city services as water, wastewater, and solid waste. In addition to these services, our office also is the one-stop customer payment center for paying a utility bill as well as other city services, such a building permit, business license, encroachment permits, zoning fees, public record copies, fingerprint, impounds, park and recreational fees.

The Water Infrastructure Finance Authority of Arizona (WIFA) and the Environmental Finance Center (EFC) have the 2017 Water and Wastewater Rates Survey results available online. The report analyzes residential drinking water and wastewater data and supports utility financial management and pricing efforts by providing a detailed survey of current statewide pricing and financial trends. Water Conversion Contracts
The Water Conversion Contracts are a means to allow landowners to voluntarily and irrevocably convert their water from irrigation use to domestic use. Those landowners choosing to convert are relieved of future annual charges from the Yuma County Water Users Association. Conversions benefit the San Luis area by increasing the amount of water available for domestic use. If you have property in the areas of Los Portales Phase 4, 2 & 3, Los Jardines 1-4, Rio Sereno, San Luis Plaza, Rancho San Luis Mobile Home 1-3, or Rancho Los Oros you can choose to convert your water rights.

All utility bills are due on the 28th of each month. Should the 28th fall on a holiday or weekend, the bill due date will be the following business day.
All or any portion of the bill not paid on due date of the month the bill is mailed or presented shall be subject to a late charge of ten percent. Should all or any portion of a bill which is outstanding remain unpaid on the 15th day of the following month, a courtesy disconnect notice will be delivered to the property stating that the bill is outstanding and payment must be made within five calendar days from date of notice. Should all or any portion of a bill which is outstanding remain unpaid five days after the aforesaid courtesy notice, a disconnect notice will be delivered to the property and that service will be discontinued
- If you have a new construction/property, you must contact the Billing and Collections division to establish a new utility service and pay for new container. Current fee is $120.00 but may change from time to time.
- If you have a broken container, please contact the Billing and Collections division. We will dispatch our personnel to check/evaluate your container and may replace it at no cost if it was damaged due to normal wear and tear. If container was damaged by customer, is lost/stolen then a $65.00 replacement fee will apply. Fee may change from time to time.
- The City of San Luis utilize an Automated Meter Reading (AMR) drive-by system that allow us to read meters from a vehicle that we drive around the city. All water meters are connected to an antenna/radio that provides the read to equipment that we carry in our vehicle during read dates. After all meter reads are collected, we retrieve the date and download it into our billing software for processing. At this point, missing reads get identified and those are collected manually.
