Paperless Billing

In an effort to help eliminate paper waste and facilitate account management for customers, the utilities department of the City of San Luis will be hosting monthly sweepstakes for account holders who enroll in paperless billing. Grand prize will be a 50” flat screen TV. The utilities department wants to promote a better environment by reducing paper consumption and improve its services by utilizing electronic documents.

  • Must have an active utilities account with the City of San Luis.
  • Residential accounts ONLY!
  • Only account holders are able to participate.
  • Customer must enroll in paperless billing through Xpressbillpay from March 25, 2020 – December 23, 2020.
  • Customers already enrolled in paperless billing will automatically be entered in the sweepstakes.


  • Drawings will be held once at the end of each month starting March 25th, 2020.
  • Winners will be notified by phone and will be announce on the City website and social media platforms. (optional)
  • Final and grand prize giveaway will be held on December 23rd 2020.
  • Prizes will have to be picked up in person by the account holder ONLY and will be required to present a valid picture ID.
  • Prizes can be picked up Mon-Thurs from 7am to 6pm at City Hall at 1090 E Union Street in San Luis, AZ
  • Winner will have up to a week to pick up prize otherwise a new winner will be selected.
  • Customers can only win once throughout the monthly giveaways but will be able to participate on the final giveaway for grand prize.
  • The final and grand price will be a 50’’TV.
  • Prizes may not be exchanged.



NO PURCHASE IS NECESSARY TO ENTER FOR AN OPPORTUNITY TO WIN A SAN LUIS GO PAPERLESS SWEEPSTAKES PRIZE. Purchase will not increase your chances of winning.  Participation constitutes entrant’s full and unconditional agreement to and acceptance of these Official Rules and the decisions of the City of San Luis, Arizona as final in all matters relating to the San Luis Go Paperless Sweepstakes.  These official rules are referred to as “Official Rules.” The San Luis Go Paperless Sweepstakes is referred to as “Sweepstakes” in these Official Rules.  The City of San Luis, Arizona, is referred to as “City” in these Official Rules.

This Sweepstakes is open only to active City utility account‑holders living within the City’s limits (see the next section, “Eligibility,” for more rules on eligibility).  This Sweepstakes is void in jurisdictions where it is prohibited by law.


ELIGIBILITY: You are eligible to enter for a chance to win a Sweepstakes prize if you meet all of these requirements:

  • You have an active residential utilities account with the City.
  • You must enroll or be enrolled in paperless billing through Xpress Bill pay.  (See the next section, “Instructions,” as to how to enroll).
  • You must reside within the City. (Gadsden account-holders are not eligible).
  • You must be 18 years of age or older.
  • You are not eligible after you have won a sweepstake prize, except for the grand prize on December 23, 2020.
  • You must not be a City employee, officer, elected official or any of their relatives.  Relative has the same meaning as defined in A.R.S. § 38-502(9), which means spouse, child, grandchild, parent, grandparent, sibling of whole or half-blood and their spouses and the parent, sibling or child of a spouse.



If you are already enrolled in paperless billing through Xpressbill Pay and meet the above eligibility, you are automatically entered.  You may call (928) 341-8570 to verify.

Step 3: Locate the “Paperless (Off)” button.

Step 3: Fill in your email and password, then click in the “I’m not a robot” box and follow the prompts.

Step 4: Complete the short registration form and click “Next.”

Step 5: Go to your inbox and open the verification email, click “Verify Email” and “Continue” to log in.

Step 6: Select your billing organization.

Step 7: Enter your account number and last name, then click in the box to opt in for paperless select

            “Locate Bill” and select “Locate Account.”

The City is not responsible for: lost, late, incomplete, illegible, incorrect, delayed, garbled, undelivered, or misdirected entries. The City reserves the right to disqualify any person or email address that submits more than maximum allowed entries.

The City is not responsible for electronic transmission errors resulting in omission, interruption, deletion, defect, delay in operations or transmission, theft or destruction or unauthorized access to or alterations of entry materials, or for technical, network, telephone equipment, electronic, computer, hardware or software malfunctions or limitations of any kind, or inaccurate transmissions of or failure to receive entry information by the City on account of technical problems or traffic congestion on the Internet or at any Web site or any combination thereof. The City reserves the right at its sole discretion to cancel, terminate, modify or suspend the Sweepstakes if for any reason the Internet portion of the program is not capable of running as planned (including but not limited to infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or any other causes which corrupt or affect the administration, security, fairness, integrity, or proper conduct of this Sweepstakes).


March 25, 2020, through December 23, 2020, at 3:00 p.m. (which may be referred to as “Period” in these Official Rules).


Each month throughout the Sweepstakes Period, Xpress Bill Pay will provide (in digital format) the list of all account-holders who have gone paperless to the City.  Each month during the Sweepstakes Period, the City will input the list of account-holders who have gone paperless to a computer program called Comment Picker, which will randomly select a paperless account-holder from the list.  The City will verify that the selected paperless account-holder is eligible under the eligibility section of these Official Rules.   If a paperless account-holder is not eligible, the list will be run through the Comment Picker until an eligible winner is selected.  The winner will have seven (7) days to claim the prize from the day the winner is drawn.  If the winner does not pick up the prize within the seven (7) days of the winner being drawn, another winner for that month will be selected, following the same procedure described above.

The City reserves the right at its sole discretion to cancel, terminate, modify or suspend the Sweepstakes.

Drawings will be held on the 4th Wednesday of the Month at 3:00 p.m.

starting March 25, 2020, and

ending December 23, 2020, at 3:00 p.m.


The City will notify the winners of their prize by phone, email or hand-delivery based on available contact information.  Winners will not be notified through the mail by the U.S. Postal Service. The winner has seven (7) days to claim the prize after the winner is drawn.  If the City is not able to contact a prize winner for any reason, the prize will be forfeited and awarded to an alternate winner, using the same procedure described in the prior section “Winner Selection.” Winners are solely responsible for applicable taxes.  By accepting the prizes, the winners consent to the use of their name and likeness for publicity of the Sweepstakes without further compensation, unless otherwise prohibited by law.  In the event of a dispute as to the identity of a winner, the entry will be considered to be made by the authorized account-holder.  The “authorized account-holder” is the natural person identified on the City’s account-holders’ records.

Winners names and images may be published on the website of the City of San Luis, Arizona at or on the City’s Facebook pages, the City’s Twitter account, the City’s Snapchat account, the L.E.D. sign at Joe Orduño Park and the Monitor in the foyer of San Luis City Hall.   Winners may withdraw their consent by bringing their valid picture identification and signing a withdrawal of consent form at the time the winners come to pick-up their prizes.


The City will not exchange prizes for other prizes.  Only the authorized account-holders who win are allowed to pick-up their prizes.  The winning account- holders must pick up their prizes in person within seven (7) days of the drawing and show valid picture identification at

La Bodega, Circle K, Starbucks, Olive Garden and Samsung (the television brand), which was donated by Piana Nonwoven and purchased from Sam’s Club, are in no way affiliated with this Sweepstakes or with the City.  Neither the use of these products and services nor the use of their trademarks in connection with this Sweepstakes are intended to create a sense of endorsement or sponsorship by, or other false association with, the-above named businesses or their products and services.  In the event any of the above prizes are not available, the City may substitute a prize of equal or higher value in its sole discretion.  Retrieving the prizes in person and taxes on prizes are the sole responsibility of the winners.


The odds of winning will depend upon the total number of eligible entries automatically entered and those received during the Sweepstakes Period.


By accepting a prize, the winners:

(1) consent to the use of their name and likeness for publicity of the Sweepstakes to encourage others who are eligible to go paperless and

(2) consent without further compensation, unless otherwise prohibited by law.  For those who do not win a prize, their account information will remain confidential as required by A.R.S. § 44‑1376.01.

Winners may withdraw their consent by bringing their valid picture identification and signing a withdrawal of consent form at the time the winners come to pick-up their prizes.


Any taxes on the prizes are the sole responsibility of the winners.


All entrants into the Sweepstakes assume the risk and release, indemnify, and hold harmless the City and its employees, officials, and elected officers and their immediate family, from any and all claims of any kind arising directly or indirectly from the Sweepstakes, from any Sweepstakes prize, or from any publicity about the Sweepstakes.  The City does not have any responsibility or liability whatsoever for technical, hardware, software or telephone malfunctions of any kind, lost or unavailable network connections, printing, typographical, human or other errors, including, with limitation, the award of the prizes, the processing of entries or in any Sweepstakes-related materials; for entries or signups that are corrupted, misdirected, incomplete, lost, stolen, late, undelivered, delayed, garbled, damaged, or illegible; for transactions or entries that fail to enter into the processing system, or are reported or transmitted late or incorrectly or are lost for any reason.  The City reserves the right in its sole discretion to disqualify any individual it finds to be tampering with the entry process or the operation of the Sweepstakes or to be acting in violation of these Official Rules.  The City reserves the right to modify, suspend or terminate the Sweepstakes and conduct a random drawing to award the prize or prizes using all eligible non-suspect entries received as of the termination date.if in the opinion of the City, there is any suspected or actual evidence of tampering or corruption, or if the Sweepstakes is compromised by virus, bugs, or any unauthorized human intervention, or any other causes beyond the control of the City and the City is not capable of running the Sweepstakes as planned.  If the Sweepstakes is terminated before the Sweepstakes Period, notice will be posted at:

Except where prohibited by law, any and all claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, and shall not include any punitive, consequential or other damages, including costs associated with entering the Sweepstakes and in no event include attorneys’ fees and entrants hereby waive all rights to have damages multiplied or otherwise increased.  Any and all disputes claims, and causes of action arising out of or connected with the Sweepstakes, or any prizes awarded, shall be resolved individually, without resort to any form of class action.  The City shall make all dispute resolution in its sole discretion.


The laws of the State of Arizona shall govern the interpretation and enforcement of these Official Rules.  The venue for any action commenced in connection with this agreement shall be proper only in a court of competent jurisdiction in Yuma County, Arizona. Nothing in this paragraph will be deemed to have authorized the bringing of any legal action in a court which does not otherwise have jurisdiction to adjudicate the legal action.
